Can a US resident buy this?
Yes.
We tested it. US VPN. The checkout (daytraders.com/member/checkout/25K-EOD-Rithmic) preselected Country = United States (State defaulted to Nevada). The state dropdown lists all 50 states plus DC, Puerto Rico, Guam, USVI, American Samoa, the Northern Mariana Islands and Armed Forces, so none are missing. The country list is filtered (171 entries; Iran, Russia, Cuba and China absent). The product is Rithmic-only (the in-house ArcTrader platform is 'coming soon'). The first checkout step is account creation, so I stopped there and did not test a UK switch for platforms.
“Here's a list of countries where we currently cannot offer new or additional accounts: Afghanistan ... Zimbabwe (United States not listed)” — their own words
“NOTE: For security reasons, using a VPN during account purchases will lead to the payment being declined.” — their own words

Who it suits: Futures traders on Rithmic who don't need a code, and won't buy over a VPN.
